Are Steam Wallet codes region-locked?

Steam Wallet codes are currency-locked, not strictly region-locked. A USD card adds USD to your wallet; a EUR card adds EUR. Steam strongly recommends you pick a card matching your Steam account country — using a foreign-currency code triggers Steam's currency conversion (rarely favourable) and, in some edge cases, refusal of redemption.
